The foreign policy of the United States in the east has been based on the interests of this country in the Middle East. Central Asia is a tense region with its own security concerns. In addition, the activities of Russia and China in this region add to the region’s complexities. The two countries have strong, traditional and often long-lasting political ties with the countries of the region. Initially, the Shanghai Cooperation Organization (SCO) included five countries from Central Asia and all East Asian countries. Apparently, the organization's approach was based on economic, social, and political considerations. However, SCO is an organization that often seeks the interests of Russia and China in the region. It apparently does not have any negative attitude toward world powers, but it has, however, shown various signs over time that have aroused international concerns. It has also considered the demands of countries such as Iran, India and Pakistan for membership in the Cooperative Organization. Therefore, it can be said that members of SCO are not merely small political economic partners, but they have developed considerably and are becoming regional powers. SCO policies and practices have often clashed with US policies. Among the challenges facing this relationship are the war in Afghanistan, the US-Taiwan defense treaty and the US missile defense system in this country. Considering these comprehensive issues, we can cite America's serious concerns about SCO plans.}, keywords = {}, title_fa = {سازمان همکارى شانگهاى و ملاحظات امنیتى آمریکا}, abstract_fa = {جنگ در افغانستان نشان داد رویکرد آمریکا در ملاحظات بین المللى به سمت شرق تغییر جهت داده در حالى که در گذشته بیشتر متمایل به خاورمیانه بوده است. سیاست خارجى ایالات متحده در شرق مبتنى بر منافع و مصالح این کشور در خاورمیانه تهیه و تنظیم گردیده است. آسیاى مرکزى یک منطقه پر تنش مى‏ باشد که نگرانى‏ هاى امنیتى خاص خود را دارد. علاوه بر آن عملکرد روسیه و چین نیز در این منطقه مزید بر علت است. این دو کشور پیوندهاى سیاسى مستحکمى با کشورهاى منطقه دارند که غالباً این روابط مستحکم، سنتى و قدیمى است. در ابتدا سازمان همکارى شانگهاى (SCO) پنج کشور از آسیاى مرکزى و کلیه کشورهاى شرق آسیا را در برداشت. ظاهراً خط و مشى سازمان بر مسائل اقتصادى، اجتماعى، سیاسى، بنا شده بود. به هر حال SCO سازمانى است که اغلب در پى منافع دو کشور روسیه و چین در منطقه مى‏ باشد. ظاهراً SCO در مقابل هیچ یک از قدرت هاى جهانى، جهت ‏گیرى سوئى ندارد ولى به هرحال این سازمان علائم مختلفى را در طول زمان از خود نشان داده که این علائم نگرانى‏ هاى بین‏ المللى را در برداشته است. همچنین این سازمان در خواست‏ هاى کشورهایى همچون ایران، هند و پاکستان را براى عضویت در سازمان همکارى، مد نظر قرار داده است. بنابراین مى‏ توان گفت اعضاى SCO، تنها شرکاى ساده سیاسى اقتصادى کوچک نیستند بلکه توسعه و پیشرفت چشمگیرى داشته و در حال تبدیل به یک قدرت منطقه ‏اى مى‏ باشند. سیاست‏ها و  دستورالعمل های کارى SCO اغلب با سیاست­هاى ایالات متحده در تصادم و برخورد بوده است. از جمله چالش ‏هاى موجود در این روابط مى ‏توان به: جنگ جارى در افغانستان، پیمان دفاعى بین آمریکا و تایوان و قرار دادن سیستم پدافند موشکى در خاک این کشور توسط آمریکا، اشاره نمود. با توجه به این ملاحظات جامع و فراگیر مى ‏توان نگرانى‏ هاى جدى آمریکا را از برنامه ‏هاى SCO برشمرد.}, keywords_fa = {}, url = {https://www.sepehr.org/article_27768.html}, eprint = {https://www.sepehr.org/article_27768_48305662ee22fa39457f96cc2197ca50.pdf} }
