However, the specific analysis of any matter of importance is necessarily accompanied by complexity and difficulty. The fundamental concepts that lie behind a powerful paradigm are relatively understandable; opinions and beliefs that influence millions of people and guide the politics of nations (in the field of social sciences) should be accepted by all ordinary people of the community, not just the elite. Only such ideas form institutions from local to world level and become part of human heritage, that is, the principles and framework in which our life is defined. In the early part of the second half of the 20th century, there was such a concept of development. At that time, the meaning we already assume for development was rarely observed. The imperialist and colonial structure that dominated the world in the nineteenth and early twentieth centuries did not provide much opportunity for social and economic progress in the regions today called developing countries. The colonial territories only served as the main supplier of cheap raw materials and labor, including supply of slaves (in the middle of the nineteenth century). In the richest countries of Europe, North America and Japan, economic growth was largely based on goals such as advancement and modernization. On the other hand, little attention was paid to issues such as equality and social justice. Fatal poverty, weakness and lack of social security system in Europe and the United States during the Great Depression showed that even in these countries, politics (and planning) is not in line with the needs of the public. At the end of the Second World War, collective understanding of issues and policies has evolved. The improvement of economic and social conditions for the majority became the main concern of states, and by eliminating the system of colonial relations, this situation was extended to poorer nations as well. Economic development with its social and institutional attachments in politics and theorization, as well as the Cold War between the two capitalist and communist poles assumed important positions, as a great historian of economics, has stated: "Economic Development in the contemporary meaning of the word did not exist until the 1940s. This concept, with reference to what is already assumed by it, refers to areas and countries that have developed less than others. On this basis, it is commonly believed that these countries should develop by some way if they are not to become poorer than they are, compared with other countries".  }, keywords = {}, title_fa = {اصول اساسى توسعه پایدار}, abstract_fa = {معمولاً ایده‏ هاى عالى، ایده‏ هایى ساده ‏اند. درحالى که تجزیه و تحلیل خاص هر موضوع با اهمیتى، لزوما با پیچیدگى و دشوارى همراه است. مفاهیم بنیادى که در بطن یک پارادایم قدرتمند نهفته است، به طورنسبى قابل فهم ‏ترند، آرا و عقایدى که بر میلیونها فرد اثرمى‏ گذارند و سیاست ملل را رهبرى مى‏کنند( درحوزه علوم اجتماعى) باید مورد پذیرش تمام افراد عادى جامعه باشند، نه اینکه فقط مورد قبول نخبگان آنها قرارگیرد. تنها چنین اندیشه ‏هایى نهادها را از سطحى محلى تا جهانى شکل مى‏ دهند و تبدیل به بخشى از میراث انسانى مى ‏شوند. یعنى اصول و چارچوبى که زندگى ما براساس آن تعریف و تحریر مى‏ شود. در اوایل نیمه دوم قرن بیستم، چنین مفهومى از توسعه وجود داشت. در آن زمان معنایى که در حال حاضر از توسعه داریم، به ندرت قابل مشاهده بود. ساختار امپریالیستى و مستعمراتى که در قرن نوزدهم و اوایل قرن بیستم بر دنیا مسلط بود، فرصت چندانى را براى پیشرفتهاى اجتماعى و اقتصادى در نقاطى که امروزه کشورهاى درحال توسعه نامیده مى ‏شوند فراهم نمى‏ کرد. نواحى مستعمراتى تنها به عنوان تأمین کننده اصلى مواد خام ارزان و نیروى کار فراوان و از جمله تأمین برده (در اواسط قرن نوزدهم) عمل مى ‏کردند.  در کشورهاى غنى‏ تر اروپا، امریکاى شمالى و ژاپن، رشد اقتصادى عمدتا برپایه اهدافى مانند پیشرفت و نوسازى مبتنى بود. ولى توجه چندانى به مقولاتى مانند برابرى و عدالت اجتماعى نشان داده نمى‏ شد. فقر مهلک، ضعف و فقدان، نظام تأمین اجتماعى در اروپا و ایالات متحده در اثناى رکود بزرگ اقتصادى نشان داد که حتى در این کشورها، سیاست (و برنامه ‏ریزى) در راستاى تأمین نیازهاى عامه مردم نمى‏ باشد. در پایان جنگ جهانى دوم، درک جمعى از مسائل و سیاستها دچار تغییر و تحول گردید. بهبود اوضاع و شرایط اقتصادى و اجتماعى براى اکثریت، تبدیل به دغدغه اصلى دولتها شد و با حذف نظام روابط استعمارى این وضعیت به ملل فقیرتر نیز تسرى یافت. توسعه اقتصادى به همراه ضمائم اجتماعى و نهادیش در سیاست و نظریه ‏پردازى و همینطور جنگ سرد بین دو قطب کاپیتالیستى و کمونیستى از جایگاه مهمى برخوردارشد به طورى که راجربک هوس، از مورخان بزرگ علم اقتصاد چنین عنوان داشته است: «توسعه اقتصادى به مفهوم امروزى آن، تا پیش از دهه 1940 وجود نداشت. این مفهوم با توجه به آنچه که هم اکنون از آن استفاده مى‏گردد مربوط به نواحى و کشورهایى است که در مقایسه با دیگران کمتر توسعه یافته‏ اند. براین اساس، این اعتقاد متداول است که این کشورها اگر بنا نیست در مقایسه با بقیه، فقیرتر از هم‏ اکنون گردند، بایستى به طریقى توسعه پیدا کنند.»}, keywords_fa = {}, url = {https://www.sepehr.org/article_28096.html}, eprint = {https://www.sepehr.org/article_28096_3aa159d00cacb3b81c86e1ac8a11ec8a.pdf} }
