Forty five years of development after World Wars is over; Germany’s division is abolished, and it seems that establishment of “European Common House” is facilitated. Cynical fears about the growth of European unity which was prevalent during 1980’s was developed through Spengler’s views concerning decline of the West, and has now become forgotten. On the eve of the beginning of the third millennium, all the world’s affairs takes place in Europe. Creation of “united European nations” is not merely an illusion any more. These facts are important for the future of urban developments in a number of ways: Gigantic projects such as tunnel construction are being carried out; new long tunnels under the Alps seem possible. The network system will grow through roads with eastern and southern branches. Vast investment in financial network of railways will lead to efficiency of the EC.Wide network. Dense urban areas which so far have been receiving large shares of the fourth (economic) part in research and development establishments will gain the most benefit from growth of equipment. The upper levels of national urban systems will be placed to a great degree under the title of international power of the European common market. There will be competitions among these sections according to new local benefits. In this way, a type of “European Elite” status will emerge among the large metropolitan areas.  Regional policies in European communities will not only change the economic map of Europe, but create a new classification of “regional centers” which will be recognized only by the capitals of lands annexed to the Federal Republic of Germany. There is no way to determine at this moment whether expansion of institutions for social leveling and advanced spatial distributions in prosperous countries will remain undisturbed, or to what level the social expansion will be separated from economic policies, or to what extent will the expansions impose policies beyond national level. Housing policy after World Wars is a good example of the latter case. This question is connected with convergence and divergence in urban development.}, keywords = {}, title_fa = {نظام های سیاسی و توسعه شهر در جوامع غربی رهیافتی تأویلی}, abstract_fa = {نوشتن مقاله ­ای پیرامون همگرایی و واگرایی در توسعه شهری اروپا و آمریکای شمالی در دست همزمان با واژگونی اهمیت دنیوی نظام ­های سیاسی وظیفه ­ای خظیر است. چهل و پنج سال توسعه بعد از جنگ جهانی به سرآمده است، تقسیم آلمان ملغی گردیده، به نظر می­ رسد ایجاد «خانه مشترک اروپا» به آسانی میسر می­ شود. ترس­ های بدبینانه در مورد پرورش «یکپارچگی اروپا» که در اثنای دهه 1980 میلادی رواج یافت، در دیدگاه اشپنگلر راجع به افول غرب پرورش یافت و اینک به دست فراموشی سپرده شده است. در آستانه آغاز هزاره سوم بعد از میلاد، تمام امور جهان در اروپا انجام می­شود. ایجاد «ملل متحد اروپا» دیگر یک امر واهی نیست. این حقایق برای آینده توسعه شهری به چند طریق اهمیت دارند: 1- پروژه­ هایی عظیم فنی مانند پروژه تونل در دست اقدام هستند، تونل­ های طویل جدید در زیر سلسله جبال آلپ تحقق یافتنی به نظر می­ رسد. 2- نظام شبکه ­ای (شطرنجی) از راه ­های اتومبیل رو با انشعابات شرقی و جنوبی افزایش خواهد یافت. سرمایه­ گذاری عظیم در شبکه مالی خطوط راه­ آهن منتج به کارایی شبکه (EC.Wide) خواهد شد. 3- نواحی شهری متراکم که تاکنون با سهم زیادی از بخش چهارم (اقتصادی) در تأسیسات تحقیقاتی و توسعه همراه بوده است، از رشد لوازم و تجهیزات بیشترین سود را خواهد برد. 4- دوره فوقانی نظام­ های ملی شهری تا حد زیادی تحت عنوان قدرت فوق ملی بازار مشترک اروپا قرار خواهد گرفت. در آنجا میان آنها برحسب امتیازات محلی جدید، رقابت خواهد بود. بدین ترتیب نوعی جایگاه «نخبگان اروپایی» در میان نواحی بزرگ متروپلتین بوجود خواهد آمد. 5- سیاست­ های ناحیه ­ای در جوامع اروپایی نه تنها نقشه اقتصادی اروپا را تغییر خواهد داد؛ بلکه طبقه ­بندی جدید از «مراکز ناحیه ­ای» ایجاد خواهد کرد، که فقط با سرمایه ­های اراضی الحاقی به جمهوری فدرال آبمان شناخته خواهد شد. 6- راهی وجود ندارد که هنوز گفته شود آیا تا چه حد گسترش نهادها برای هم سطح سازی اجتماعی و تفرق­ های فضایی پیشرفته در کشورهای اجتماعی مرفه دست نخورده باقی خواهد ماند و تا چه حد از گسترش، سیاست­ های اجتماعی از سیاست­ های اقتصادی مجزا خواهد بود و تا چه حد از گسترش سیاست­ های بیش از سطح ملی خواهد بود. سیاست ­های مسکن، در دوره بعد از جنگ جهانی مثال مناسبی برای مورد اخیر بشمار می­ رود. این سوال با موضوع «همگرایی و واگرایی در توسعه شهری» پیوند می­ خورد.}, keywords_fa = {}, url = {https://www.sepehr.org/article_29110.html}, eprint = {https://www.sepehr.org/article_29110_9e3cf0506ef1d9b39013728d73e2a171.pdf} }
