The present article seeks to find an answer to this research question: “what are the reasons for this country not benefiting from various advantages of tourism?” The research method is applied-descriptive which is performed in the form of a case study. While collecting information about the tourism development of the provinces and categorizing them, its potentials were ranked using TOPSIS. Results indicate that for most of the cases the province’s potentials are not in a good situation in terms of development index. <strong>امروزه صنعت گردشگری به عنوان یکی از بزرگترین و متنوع</strong><strong>‌</strong><strong>ترین صنعت</strong><strong>‌</strong><strong>ها در دنیا محسوب گردیده به نوعی که در بسیاری از کشورهای جهان این صنعت را به عنوان منبع اصلی درآمد ارزی، اشتغال­زایی، ایجاد عدالت اجتماعی، رشد فرهنگی، افزایش سطح رفاه و میدانی برای رشد بخش خصوصی و وسیله­</strong><strong>‌</strong><strong>ای برای توسعه ساختار زیربنایی خود می­دانند. مقاله حاضر با هدف یافتن پاسخ به این سؤال که چه عامل یا عواملی باعث شده است تا این سرزمین از مزایای متعدد گردشگری بی</strong><strong>‌</strong><strong>بهره بماند تهیه شده است. روش تحقیق در این پژوهش، براساس هدف کاربردی و بر اساس ماهیت، توصیفی و موردی می­باشد. ضمن جمع آوری اطلاعات توسعه یافتگی گردشگری استان و دسته</strong><strong>‌</strong><strong>­بندی  آن، در ابتدا توسط  مدل </strong>TOPSIS<strong> به سطح</strong><strong>‌</strong><strong>بندی توانمندی­</strong><strong>‌</strong><strong>های استان پرداخته شده است. نتایج حاصله در این پژوهش بیانگر آن است که در اکثر موارد، استان از لحاظ شاخص­</strong><strong>‌</strong><strong>های توسعه</strong><strong>‌</strong><strong>یافتگی با توجه به توان</strong><strong>‌</strong><strong>های آنان در وضعیت خوبی قرار نگرفته است.</strong> https://www.sepehr.org/article_25651_2abb73368bdec87c1ebcd83baae08823.pdf
