In this paper, we try to solve the problem of chronic non-communication between rural and urban development theories and plans by introducing a regional network strategy that considers the existing analyses of the issues of continuity and interdependence between villages and cities. To illustrate this strategy a number of examples concerning Indonesian regional conditions are presented.
