This definition covers all small towns and suburbs as well as small and large cities with different shapes, whether adjacent to each other or at distances from one another, which are based on smooth or rough ground. نقاط یا مناطق اسکان شهری دلالت بر قطعاتی از زمین دارد که تراکم جمعیت در آنها برابر یا بیش از سیصد نفر در کیلومتر مربع است و متوسط ساختمانها دست کم یک ساختمان در هر هکتار می­ باشد. این تعریف کلیه شهرک­ های کوچک، حومه شهری و نیز شهرهای کوچک و بزرگ با اشکال متفاوت، خواه در مجاورت یکدیگر و یا در فواصل دوری از یکدیگر قرار داشته  باشند، را در برمی­ گیرد که بر روی زمین مسطح یا ناهموار بنا شده باشد. https://www.sepehr.org/article_28312_082d37565d86c5f7dc93a3d11f9edfb4.pdf
