The occurrence of the industrial revolution and, consequently, the emergence of unbridled urbanization created such a density of cars, iron and … in the cities, which faced the inhabitants of these places with many physical and mental problems. On the other hand, the expansion and development of transportation has been so rapid and sudden that the topic of the global village is already realized and tourism has become an important and influential industry that can be the source of many changes, especially in the economic dimension. What is clear is that a country or region can be successful in this regard provided it has comprehensive plans for coherent decision-making and effective management of tourism. The main objective of this paper is to address the potentials and abilities of the urban environment of Shiraz in the field of tourism, review weaknesses and shortcomings, and finally provide some solutions for these deficiencies. Obviously, Shiraz, as the largest and most beautiful city in the southern half of the country that also suffers from numerous problems including unemployment, will be able, by taking these facts into consideration, to play an effective role in the prosperity of the region’s economy by increasing income and creating employment.

Today, in many countries the sustainable tourism industry is a symbol of cultural identity and one of the important sources of national and private income. This industry is so important in the socio-economic development of countries that economists call it invisible exports. In this regard, with the expansion of urban centers and the growth of the phenomenon of urbanization, the enthusiasm for travel and exploration has grown in such a way that its enthusiasts around the globe have under the title "tourist" evolved the concept of spending leisure time. In this regard, the attention to the nature of tourism and the consequences of it, has revealed the need for research and study on this subject to the scientific community of the world. But one of the major issues in the development of tourism industry in cities is the issue of urban management. In other words, it can be said that city managers and officials have a significant role in organizing and managing this industry in the cities and surrounding areas, especially for countries such as Iran which, despite containing diverse religious, cultural, artistic and natural treasures in cities has failed to overcome the problems and barriers of the tourism industry and achieve a desirable position in the world. In this article, we tried to address the relationship and interaction between urban management and development of tourism industry with a comprehensive geopolitical view and to present solutions and suggestions for the development of this industry. We hope to pave the way for further research.

According to existing statistics, the tourism industry, as the second source of foreign exchange earnings in 49 developing countries, has a major role in the economic development of these countries.Today the tourism industry is referred to as a powerful arm for increasing income and reducing poverty in developing countries. The importance of tourism industry is so significant that for the first time in the recent United Nations Charter, declared at a session held with participation of representatives from developing and developed countries, the chairmen of the United Nations, the World Trade Organization and the Secretary-General of UNCTAD, developed countries have been called upon to help the countries of the Third World participate in the growth and promotion of this industry in the world, and to take part in poverty alleviation in these countries through supplying necessary facilities and investments.Given that Iran is one of the top ten countries in terms of tourist attractions, and this industry can replace the oil-based one-product economy of Iran, solutions to the challenges of this industry in the country and its improvement should be in the agenda of related organizations.It is hoped that the issues discussed in this paper and the suggestions and conclusions obtained act as a strategy for development of tourism in the country.
