Rural development is the most sustainable policy and development strategy of every country. This policy is closely related with intellectual and attitude system. There are different tools and methods for the institutionalization of this policy. Issuance of ownership document for residential or rural real estate along with other developmental policies in rural areas are among these tools and methods. In this regard, second, third and fourth economic, social and cultural development programs introduce rural construction as one of their goals, and regard issuance of ownership documents as an executive solution to reach this goal. Ground is full of buried treasures and wealth, so it is economically valuable and satisfies different needs of human society (including construction works).Therefore, houses and places in rural areas are among capital benefits of rural societies and owners need to feel legal safety in regard to their properties. On the other hand, the need for ground-related information is a basis for development and control of land resources, and it prioritizes issuance of ownership document for each unit (Tarshizian & Athari, 2010). This article seeks to scrutinize different countries’ experiences and performance in issuance of ownership documents for rural residential units and investigates their success rate. To do so, analysis and evaluation were performed in two different geographical points using field and case study, which provided different results.

Annually, earthquake damnify many countries dramatically and damages human communities physically and psychologically. Regarding absolute annual average of people facing earthquake threat, Iran ranks 7th in Asia and 13th in the world. Throughout history, Qiru Karzin city has always faced devastating earthquakes which have resulted in many losses and damages in rural and urban areas. In this regard, spatial information system can play an influential role in identifying areas facing earthquake hazard, their dispersion, the quality of physical structure in danger and analyzing economic, social and demographic features of the area in danger. The present study seeks to identify secure and unsecure zones and find appropriate locations for crisis management bases in Qiru Karzin. To reach this goal, information received from different criteria is studied and classified into three classes of natural variables, physical variables and institutional-management variables. Then, information layers of different criteria are entered into GIS environment and standardized using Fuzzy linear functions. Later, maps are integrated using Fuzzy Plus. Finally, appropriate and inappropriate zones are identified regarding risk taking and construction of crisis management bases. According to the research results, three villages were selected based on their capability for creating crisis management bases in three levels. These villages will aid rural municipalities (Dehyaris) in the process of crisis management in Qiru Karzin and in reaching goals of crisis management bases using geographic information system capabilities .

Rural environments are a part of human society. Sustainable and integrated national development depends on sustainable development in regional, urban and rural level. In this regard, the second, third and fourth economic, social and cultural development plan introduces rural construction as one of its goals and considers issuing residential ownership document as an executive solution. Since ground is the main context of material wealth and treasures. Moreover, it is economically valuable and has different applications in satisfying needs of human society (like construction). Accordingly, rural houses and buildings are among capital interests of rural societies and their owners need to feel secure in regard to their possessions. On the other hand, the need for ground-related information as a basis for development and control of ground resources results in the priority of document issuance for each building.The present article investigates the historical trend of issuing documents and especially developmental programs in Iran after the revolution.

Rural areas account for a large part of the population and natural and biological areas of the country and play a major role in the economic and social life of the country. In this regard, the rural environment needs a special attention in the process of planning sustainable rural development and improving the quality of the environment. Environment is one of the sensitive and vulnerable dimensions of villages that are less affected by pollutants than cities. However, the expansion of urban consumption patterns and the influx of some urban pollutants into rural areas and the change in the pattern of consumption in villagers have led to environmental and healthy life degradation in rural areas.
In this article, the aim is to provide strategies for improving the rural environment which has been studied through descriptive-analytical method of the subject. Also, considering the role of public participation in protecting the rural environment and achieving sustainable rural development, issues including rural waste management methods, rural green space management and rural wastewater disposal methods have been addressed as effective factors in protecting the rural environment and creating healthy life. Noting that many villages in the country have not properly implemented appropriate methods of environmental protection such as waste disposal, sewage disposal and green space management, and their poor performance in attracting public participation, the sustainable development of villages has not come to fruition. The results of this paper show that if the correct way of protecting the environment is applied in the villages, many diseases common in villages will be eradicated and the villages will become closer to sustainable development.

Today, various innovations have found their way into the market. Information and communication technology can be considered as one of these innovations. Villages, as a part of the country's society, have always shown sensitivities toward new innovations. Among the innovations presented to villages is information and communication technology, which requires attention to the effects of its development in villages. The research method is secondary, and various national and foreign sources have been used. In this article, Information and Communication Technology (ICT) is defined and the Internet status, as one of the most important tools of information technology in the world, is examined, and the status of Iran in the world and region is discussed. In the following, the national strategy of information and communication technology for infrastructure, education and research are considered, and information technology applications in the rural areas are expressed. Information and communication technology can be influential in agriculture. Subjects such as precision agriculture, the environment and crisis management are among the main concerns of information and communication technology in agriculture. It is necessary to conduct a pathological examination about the application of information and communication technology, and this will be considered with regard to dimensions such as digital divide and the cost issues of the application of information technology.
