Rural development is the most sustainable policy and development strategy of every country. This policy is closely related with intellectual and attitude system. There are different tools and methods for the institutionalization of this policy. Issuance of ownership document for residential or rural real estate along with other developmental policies in rural areas are among these tools and methods. In this regard, second, third and fourth economic, social and cultural development programs introduce rural construction as one of their goals, and regard issuance of ownership documents as an executive solution to reach this goal. Ground is full of buried treasures and wealth, so it is economically valuable and satisfies different needs of human society (including construction works).Therefore, houses and places in rural areas are among capital benefits of rural societies and owners need to feel legal safety in regard to their properties. On the other hand, the need for ground-related information is a basis for development and control of land resources, and it prioritizes issuance of ownership document for each unit (Tarshizian & Athari, 2010). This article seeks to scrutinize different countries’ experiences and performance in issuance of ownership documents for rural residential units and investigates their success rate. To do so, analysis and evaluation were performed in two different geographical points using field and case study, which provided different results.

Achieving sustainable rural development is the most important goal of rural planners. On the other hand, water has been the most important factor in rural development in Iran from distant past. Water is known as the most important and limiting input of agricultural production in Iran. Due to the fact that water is considered as an important and very limited input in agriculture of the region, and due to climate constraints (consecutive droughts) and lack of water management, sustainable use of water has become a necessary requirement. Issues such as severe water and soil erosion, surface and underground water decline, excessive consumption of water in the agricultural sector and lack of appropriate infrastructure threaten the sustainable development of agriculture in the study area. Meanwhile, the region and villagers’ economy are extremely dependent on water resources of the region. In this article, by studying the subject literature, we have studied the indicators of water resources sustainability and based on these indicators, we have prepared and completed a questionnaire and information analysis; then we have studied and evaluated the sustainable status of water resources of Kuhin rural district. Therefore, in order to preserve the future of agriculture in the region, its status is evaluated and the constraints and factors of water resources instability are identified and regulations and proper management in order to eliminate these barriers are addressed. Finally, some suggestions are presented.

The experiences of developed and developing countries indicate that establishment of industrial districts and settlements and small industrial workshops near rural areas have always created many socio-economic, physical-spatial and environmental changes on small and large scales. Based on this, the creation of industrial areas and settlements in the city of Shahreza, which has been formed in the vicinity of its villages, has also caused natural, human, economic, spatial and environmental changes that were examined in this study. Based on this, in order to understand the effect of workshop industries in rural areas, it seems necessary that, while introducing the concept of small workshop-based industries and the factors affecting them, the implications of the establishment of these industries in rural areas in a social and economic assessment be evaluated. Therefore, we determined to examine the social and economic consequences of the creation of workshop-based industries on rural development by conducting a case study in 5 industrial districts and settlements within Shahreza, and discuss the most important strengths and weaknesses of the establishment of workshop industries in order to achieve the goals of sustainable rural development, in which regard the following hypotheses were elaborated:
1- Establishment and development of workshop industries in the vicinity of rural areas of Shahreza as complementary to and supporting agricultural sectors will increase the employment and income sources and attract more workforce than mere agricultural activities in rural areas. 2. Further improvement of the social, economic and spatial situation of villages in rural areas of Shahreza city is possible only through the investment of local villagers (through the participation of villagers accompanied by bank credits and urban partners)
