Goverments, water planners and international organizations have warned in recent years that in the twenty-first century all conflicts will be on the issue of water. This issue has been increasingly utilized to justify building of new dams and palns of changing the path of rivers. but these dams and pipelines don't produce new sources of water, but merely carry water from one place of consumption to another (and usually from poor regions to wealthy ones, or from areas of prudent consumption of water to neglecting,wasteful ones)
