چکیده

مساله فقر، نه تنها یکی از مهمترین مسائل جهان، بلکه یکی از مهمترین مسائل و مشکلات داخلی کلیه جوامع، چه ثروتمند و چه فقیر می‌باشد. طبق آمارهای ارائه شده، جوامع فقیر آسیا، افریقا وامریکای لاتین که حدود 60 درصد جمعیت جهان را تشکیل می‌دهند فقط در حدود 12 درصد درآمد جهان را  تصاحب کرده‌اند ولی باید توجه داشت که در خود جوامع ثروتمند هم مسأله فقر به صورت یک مسأله حاد اجتماعی و اقتصادی وجود دارد. همواره فقر به عنوان یک مسئله جهانی مطرح بوده است اما از اواخر دهه 70 و بویژه با شروع دهه 80 بدلیل پذیرش برنامة اصلاح ساختاری، آزادسازی و خصوصی‌سازی توسط بسیاری از کشورهای جهان فقر و حمایت از گروه‌های آسیب‌پذیر با شدت بیشتری مورد توجه قرار گرفت. توجه به مسئله فقر و فقرزدایی یک موضوع جهانی بود که ایران را نیز در برگرفت. بسیاری از اندیشمندان بر این گمان بوده و هستند که اجرای برنامه‌های اقتصادی، گروه‌های کم درآمدرا متأثر می‌سازد و فقر را افزایش می‌دهد. لذا با توجه به این مهم در این مقاله قصد داریم فقر را در سطح شهر مهاباد و تأثیر آن بر شهر و مدیریت شهری را بررسی کرده و به راهکارهای لازم در این زمینه اشاره نمائیم. روش تحقیق توصیفی-تحلیلی و پیمایشی (پرسشنامه‌ای) است و نتایج حاصل از تجزیه و تحلیل پرسشنامه نشان می‌دهد، بخش عمده‌ای از ساکنین شهر مهاباد را اقشاری با وضعیت نامناسب اقتصادی تشکیل می‌دهند. براساس نتایج بدست آمده معضل بیکاری در شهر، ظرفیت‌های محدود تولیدی، ضعف پایه‌های اقتصادی شهر از جمله عواملی است که موجب توزیع ناموزون منابع و افزایش فقردر مهاباد گشته و در نتیجه نابرابری‌های اجتماعی را در این شهر افزایش داده است.

چکیده [English]

Poverty is one of the most important issues of the world and an important internal problem of all societies of the world, no matter poor or rich. According to the statistics, poor communities in Asia, Africa and Latin America form 60 percent of world population, while possessing only 12 percent of the world income. Moreover, the issue of poverty is even present in rich communities as an acute social and economic issue. Poverty has always been a global issue, but it has gained more importance in the finishing years of the 70^th decade and especially beginning years of 80^th decade. Because in these years and after the acceptance of structural reform program, liberation and privatization in many countries of the world, poverty and supporting vulnerable groups gained more attention. Poverty and poverty alleviation are a global issue which include Iran. Many scholars believe that implementing economic plans affect low-income groups and increase poverty. Therefore, we seek to investigate poverty in Mahabad city and its influence on the city and urban management and provide necessary solutions. The study applies descriptive-analytic research method and questionnaires. Results indicate that a significant number of residents in Mahabad have an inappropriate economic situation. According to the research results, unemployment dilemma, limited manufacturing potential, weak economic foundations are some of the issues which have resulted in distorted distribution of resources and growth in poverty level in Mahabad and thus have increased social inequalities.
